It would appear that there may be a race in the way things are set up in devstack, as this shouldn't happen:

The apache2ctl error seen here was a read herring:

The problem is keystone failed to start:

There is likely a race where we stop/start keystone too fast and keystone doesn't support reuseaddr. |
