Bug Description

devstack doesn't install ryu's requirements.
it used to work as neutron's requirements had all packages ryu required.
however, it doesn't work anymore since the latest version of ryu got
a new requirement which is not in neutron's. (tinyrpc)

    Install ryu's requirements

    Install packages ryu requires explicitly becuase they are
    no longer covered by neutron's requirements.
    (They used to be until very recently.)
