Bug Description
The KEEP_LOCALRC variable in devstack-vm-gate.sh does not easily support the use case of the script's caller splicing additional lines into the devstack localrc file.
The problem is that the script changes working directory and does not pick up a localrc file in the caller's directory. This behavior breaks usage in the wild such as here: https:/
There should be a simple method for the caller of devstack-vm-gate.sh to extend the localrc file.
