s-proxy needs to be explicitly listed in ENABLED_SERVICES when swift is used

Bug Description

When swift is included in ENABLED_SERVICES in localrc, s-proxy needs to be included as well. Otherwise "glance-swift" account is not being created in keystone (see files/keystone_data.sh, line 104) and stack.sh script exits prematurely when it attempts to upload images to glance.

I have also started seeing this behavior in the last couple of days. I can also confirm Dmitri's workaround of explicitly adding s-proxy to the ENABLED_SERVICES resolves the glance upload errors.

This is by design, in a multiple mode installation each node must have the specific Swift services enabled.
