When swift is included in ENABLED_SERVICES in localrc, s-proxy needs to be included as well. Otherwise "glance-swift" account is not being created in keystone (see files/keystone_

I have also started seeing this behavior in the last couple of days. I can also confirm Dmitri's workaround of explicitly adding s-proxy to the ENABLED_SERVICES resolves the glance upload errors.
