Initial devstack setup for grenade fails

Bug Description

Looks like the initial devstack setup for grenade has just failed, but its not clear why this has happened. The logs just sort of seem to stop in the middle with no obvious error:

The grenade log ends at 'screen -t g-api bash' but I don't see a corresponding screen log for that service... thus assume it may never have started.

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
