Invalid OpenStack Nova credentials.

It seems there is a credentials problem, the gate failed because of "Invalid OpenStack Nova credentials."

It looks the problem comes from here: https://github.com/openstack-dev/devstack/blob/master/stackrc#L60

actually with local.conf if there is a file localrc configured the credential are not sourced correctly.

I have push a fix but I don't know how is confiugred the gate the this will probably not correct the bug but can help to find it.

    Fix bug "Invalid OpenStack Nova credentials." on the gate

    During the process, when create_userrc.sh tries to creates
    certificates and sourcable rc, it assumes that all users have
    the same password.
