run_test.sh debug flag doesn't work

Bug Description

The debug option doesn't work in run_test.sh.
For example:
./run_tests.sh -V -d would result in all tests failing.

This is not a Python project, doesn't use tox and doesn't have the same options. run_tests.sh was used as it was a familiar name. Maybe in retrospect that set incorrect expectations.

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
