havana should not mandate nodejs in devstack

Bug Description

nodejs and nodejs-legacy should be removed from havana branch, otherwise it stops devstack from working on platforms that have no nodejs.

nodejs was removed from Horizon in a0739c942 (https://review.openstack.org/37473) in August. Removing it from stable/havana is low priority and should be a backport of https://review.openstack.org/55255.

Since havna is not a stable official release any more, this is not a valid bug any more.
Just quickly checked and I don't see any nodejs references in:
 stable/icehouse
 stable/juno
 stable/kilo

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
