Build PXE script fails: Couldn't connect /dev/nbd0

Bug Description

The tools/build_pxe_env.sh script from the latest "stable/havana" branch fails with "Couldn't connect /dev/nbd0".

Syslog shows "kernel: [696313.407975] nbd0: unknown partition table".

uname -a:
Linux ubuntu-server1 3.11.0-12-generic #19-Ubuntu SMP Wed Oct 9 16:20:46 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux

OS: Ubuntu 13.10

FWIW, that script is still hard-coded to build a natty image, it has not been updated in quite a while. IIRc it can only (properly) build the same release it is running on...

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
currently actionable bugs, this is getting marked as Invalid. If the
issue still exists, please feel free to reopen it.
