euca exercise failing with "server didn't terminate"

euca exercise fails on stable/grizzly gating with

it seems the instances are just too slow to be shut down, apparently this depends on the backing server with " hpcloud-az2 " reporting frequently this problem

thanks Dean who debugged this , I'll post updates in this bug if this continues to fails on different nodes

FWIW, most of the timeouts in DevStack are configurable...in my VBox VMs I usually have to extend them a bit.
