devstack doesn't support customized admin user and database name for nova and glance

Bug Description
In file lib/nova and lib/glance, admin_user is hard-coded as 'nova' and 'glance', and also the database name is hard-coded as same too, which are not flexible and doesn't work if I want to use a centralized db server.
