security-group is always enabled in horizon using neutron

Bug Description

Even when security-groups are specifically disabled for a specific neutron plugin, horizon configuration on /opt/stack/horizon/openstack_dashboard/local/local_settings.py points to True instead of Flase
Therefore Horizon calls neutron-client for security groups instead of nova client
