Bundle exercises fail due to n-crt not starting properly.

According to Vishy the intermittent devstack-gate failures due to failed Bundle exercises are due to n-crt not starting properly. Devstack is not sleeping long enough in screen_it. One suggested fix is to start the service without injecting the command into screen.

I think all services should be started without the screen_it injection for the gate. We really only need to inject things into the screen for use by a human so it is easy to restart

This devstack bug was last updated over 180 days ago, as devstack
is a fast moving project and we'd like to get the tracker down to
