Bug Description

boot_from_volume.sh and floating_ips.sh are using same test_secgroup for testing, which will impact each if any one failed.

The exercises all need to be more aggressive at cleaning up after themselves after a failure to not leave allocated resources hanging around. The correct solution here will be to add the cleanup code to the exercises rather than just change the resource name(s).
