Bug Description

IPv6 tests on CephFS-NFS should only be run on branches newer than Train, since IPv6 support was added in the Train release [1]

However, the devstack plugin sets MANILA_SETUP_IPV6=True regardless of the branch [2]. This makes the Ceph-nfs job fail on stable/stein branch.
