devstack-plugin-ceph-tempest jobs broken with multiattach tests on stable branches

This change https://review.openstack.org/#/c/638499/ breaks the devstack-plugin-ceph-tempest jobs on stable branches because while devstack-plugin-ceph and it's job definitions are branchless, rbd multiattach support in cinder is stein-only.

    Disable multiattach feature for stable branches before stein

    Below patch enabled the multiattach feature in devstack ceph job
    without branch variant. Multiattach feature is only available
    from stein.

    This commit makes two variant of job with multiattach enable from
    stein onwards only.
