One should have the choice to configure or enable Ceph as the storage for the OpenStack services - Cinder, Nova, and Glance. Currently, if any of the services, Cinder, Nova, or Glance is enabled, then the service is configured with Ceph[1]. While this should be the default behaviour/setting of the plugin, it should not be the only allowed setting, and the setting should easily be over-ridden if needed. Consider the use case, where one would like to use Ceph storage only for Cinder and not for Glance.
