Need to override 'rpc_backend_add_vhost' in devstack

Bug Description

In devstack's lib/rpc_backend, the rpc_backend_add_vhost function hardcodes failure if the backend is not rabbit.

This should not fail in the case of AMQP 1.0 driver.
