Strange requirement in "Publish" section

Step 5 of "Publish" section (http://developer.ubuntu.com/publish/) contains a rather unusual requirement:

* Write all configuration settings to ~/.<pkgName>

Shouldn't the contemporary practice be to write to ~/.config/<pkgName> (with plugins etc. possibly going into ~/.local/share/<pkgName>)?
