Login denied on ubuntu snappy core 16.04 on raspberry Pi 3

Bug Description
Repeatedly installed the latest ubuntu snappy core 16.04 on raspberry Pi 3.
Remote SSH access is always denied.

Same issue but I am on the Rpi 2 and cannnot login at all over the local network using ssh. The Rpi 2 boots and is configured (apparently). It claims that it has pulled down my ssh key from Ubuntu One (or rather Ubuntu SSO) but I have two keys there and its asking me for a password so I don't think the key is properly downloaded or configured on the device.
Also, it looks like there is a shell script running that traps ctrl-z, ctrl-d, and possibly other key bindings. This is really nasty and preventing access to my device which belongs to me. Will now abandon Ubuntu Core for Debian.
