Developer site requires JavaScript to load, otherwise links don't work

Bug Description

The scopes documentation contains many broken links.

https://developer.ubuntu.com/en/phone/scopes/ has a "Start a scope tutorial" button which links to https://developer.ubuntu.com/en/scopes/tutorials/ which is a 404 page. That 404 page then apparently uses JavaScript to forward on to a different page. However, if that JavaScript doesn't work for some reason, which it was not for me, then none of the links work.

I'm basically OK with something complex needing JS, but "if the JS doesn't work for some reason, all the links on developer.ubuntu.com are useless" is surely a bridge too far!

I note that this happened to me, in Chrome, on my Ubuntu desktop. I have not disabled JavaScript, nor am I suggesting that this is fixed because we must provide for the 1% of visits which do (although we should). I'm suggesting that it should be fixed because sometimes it doesn't work *anyway*, and a link is the very most basic HTML feature; it shouldn't be script dependent. +1 This is a temporary measure. A redirection method without js is coming soon.
