This page provides info about configurating color and theme related information for a scope:

The Appearance group and all keys within it are optional and can be used to customize the look of the scope. Some of the Appearance keys (such as PageHeader.Background) require background scheme URIs. Valid URIs for these keys include:

This text does not tell the developer which appearance keys require which of the two color formats (either "#rrggbb" or color:///#rrggbb"), so every developer will need to experiment until they find the working soloution
