Bug Description
The guidelines for designing Ubuntu apps are on design.ubuntu.com.
Everything on design.ubuntu.com is about the design of Ubuntu itself, *except* for those app guidelines. The audience for the app guidelines is ISVs; the audience for every other section is Ubuntu contributors.
Conversely, developer.
This strongly suggests that the app design guidelines are on the wrong site. It was an easy mistake to make, because design.ubuntu.com has "design" in its name. But as the front page makes clear, the site is about "Ubuntu Brand Guidelines" and the ingredients needed to follow them; it is not intended to be about apps.
Besides not making sense, this misplacement has practical consequences. App design guidelines and API guidelines would benefit from being tightly integrated. Having them on separate sites makes this harder, and makes broken-link bugs like bug 1461179, bug 1461202, and bug 1466519 more likely.
In comparison:

* The design guidelines for Windows are on msdn.microsoft.com, like all the other Windows developer info.
* Android has a Design index on developer.
