language change switch button doesn't work

Bug Description
since my browser is in Chinese, so when I visit dev site it usually take me to the Chinese version, however, there are not many blog entrance here, so I went down to footer and wanting to change the siteback to English version, it doesn't work, just saying the page doesn't exist.
Step to reproduce:
1. open browser to http://
2. scroll to the button, click the "英语" link which goes to http://
