Site header only shows drop down menus for current section

Bug Description
When using the header for navigation, hovering over sections will only show the extended navigation links for the currently highlighted section. So, when I'm in "Community" that section will have the drop down for "overview", "blog" etc. when I hover my mouse over it, but the header will not let me access the drop down for quick access to "API" under the "Scopes" header.
