installing-ubuntu-for-devices no longer needs to enable universe

Bug Description

At this URL:

https://developer.ubuntu.com/en/start/ubuntu-for-devices/installing-ubuntu-for-devices/

The text:

"Ensure you have the universe archive enabled
You need to install the ubuntu-device-flash package. This is published in the Ubuntu universe archive.

Ensure the universe archive is enabled."

Appears. As far as I can tell, this is entirely redundant (all tools are in a PPA), so can be removed.

Most of the tools are not in main unfortunately.

Also the tools don't seem to available for vivid from the PPA.
