"Report a bug on this site" link on pages does not link to bug report form

Bug Description
The "Report a bug on this site" link at the bottom of every page simply links to the list of bug reports for the LP project where the source for the site is hosted. It does not link to a bug reporting form. Instead, one is slightly confused about what they are looking at, until they manage to then find yet another "Report a bug" link in the menu.
Instead, I would expect a prettier form integrated with the site itself, and the link to include some reference to the page's URL, where the link was clicked.
