App submitters aren't understanding what the tagline is for

Bug Description

I've seen a lot of bad taglines submitted for apps. It needs explanatory text, so authors know that:

1) This is the short description, and will appear next to the app name in the package lists (eg under it in software center search results). Thus there is no need to duplicate the name - "Tic Tac Toe is a fun children's game" is a worse description than "Fun children's game"

2) By policy/standard, short descriptions don't start with articles ("The" or "A"). This makes sense in the search result context.

3) The short description can double as the comment= field in the package's .desktop file, ie the hover text you see in various parts of the interface (except Unity, apparently...)
