Bug Description:
In the overview of developer reviews you can see an application that has been rejected's change requests. It's important that when the application has been rejected that it shows up no where including in the change requests.

2 possible scenarios have triggered this:
1/ The developer has made the change request then his application got rejected. In which case delete the change request when the application is rejected.
2/ The developer managed to request changes once the application was rejected. In which case we need to modify the way the devportal handles rejected app to only allow deletion of application rather than editing it.

Steps To Reproduce:
Go to the link above and note the rejected app in the changes requested view.

Expected Result:
Apps that are rejected shouldn't show up on the system fullstop.
