Currently there is nothing to say you have successfully created an account and no way to recheck the terms of service in case of difficulties. Ie a reviewer returns the app as being in breach of section xyz of the terms of service.

1. Sign up for a dev portal account.
Expected Result:
I'd expect a welcome email with a link back to the legal stuff I signed up for, for referral purposes if nothing else.

We do need a welcome email, but we have a public developer agreement url at present.
