ReviewInProgress queue looks bigger than it should due to stalled apps

Bug Description
When an app needs fixes from the developer, we sometimes never hear back from the developer or there are long delays. It makes the ReviewInProgress queue harder to manage as it requires someone to constantly check in on the progress.

If an application needs a fix from the developer, the application will go into the Needs Information state. Then when a update happens, it will go back into pending review. There is no need to leave applications in review in progress.
