Myapps portal should have a voting system in place for free apps

Bug Description
With reference to the summary above, it would be nice for myapps to have a voting system in place so that we can effectively track votes through the portal as and when we scale up as it would be difficult to manually maintain track of votes on the arb mailing list. (Similar to the old revu portal, which had the functionality of enabling the developer to change the status when he/she advocates an app)
This feature so as said above, would be really nice to have it integrated with myapps in the future.
