"I will upload my app later" is forgotten when navigating back

Bug Description
1. Go to <https:/
2. Check "I will upload my app later".
3. Fill out the rest of the first page, and choose "Next: Finding your app".
3. Click one of the navigation links to return to the previous page.
4. Click "Next: Finding your app" again.
What happens: An error message, "Please upload your app or select the 'Upload later' checkbox below."
What should happen: The checked state of "I will upload my app later" should be remembered, like the other fields are.
It may save time to fix bug 1015551 at the same time as this bug.
