Bug Description
1. At <https:/
2. Click "Browse..." (or its equivalent in your browser).
What happens: You can select a file to upload, and "I will upload my app later" remains checked.
What should happen: Either you can't select a file to upload, or doing that unselects "I will upload my app later".
It may save time to fix bug 1015551 at the same time as this bug.
