Gnome panel doesn't load in classic view with compiz ubuntu netbook remix

Bug Description

Install ubuntu netbook remix 9.04 on acer aspire one with 120 GB HDD, 1 GB RAM.
I switched the desktop mode to normal desktop and enabled compiz..
When i start up ubuntu in takes unusually long from end of splash screen to gnome ( i have auto login ).
Additionally when logged in, i only see the desktop background and nothing else. Alt+F2 doesn't work.
I use a workaround. I created a launcher on the desktop and ran a terminal. I ran the following commands gnome-panel and compiz.
After that everything works normally.

I have exactly the same problem without re-enabling compiz. But I don't notice the login taking longer.
