Bug Description

While syncing domain with powerdns, designate creating one record twice.
First time while creating recordset:
https://github.com/openstack/designate/blob/master/designate/backend/impl_powerdns/__init__.py#L322
Second time in sync method
https://github.com/openstack/designate/blob/master/designate/backend/base.py#L133

No longer an issue in Kilo as the PowerDNS backend has been converted to pools, marking for Juno.
