Bug Description
We should add some basic tests around the designate-manage pool update command. Ideally it should cover basic scenarios; such as
- Update the records of existing zones (e.g. setup designate, create multiple zones, update pool config, run pool update and make sure e.g. NS records are updated on all zones)
- Make sure NS records not controlling the zones are not updated.
