Bug Description

UT fails because of wrong type configuration `poll-retry-interval`.
Should be used as Integer type instead of float type in https://github.com/openstack/designate/blob/master/designate/tests/test_pool_manager/test_service.py#L45.

    Fix wrong usage of producer interval type in UT

    The test is now more strict in usage of configuration type.
