In devstack, installing DNSaaS fails as there is no /etc/powerdns/pdns.d directory created

Bug Description

In devstack, installing DNSaaS fails as there is no /etc/powerdns/pdns.d directory created.
It no directory found and ./stack.sh fails. When I create this directory manually and run stack.sh, it passed.

Creating directory pdns.d should be taken care by devstack so that stack.sh won't fail.

I imagine this is a problem with the designate plugin

That does sound like a problem in our plugin - can you give the following details:

Stack trace output from Devstack

stack trace: there is no stack trace but only error which says "no directory found and dpkg fails with -1"

Can we get the 100 lines preceding the error? This has no context for us to debug the issue.
