"set" floating IP uses PATCH, not POST

Bug Description

API docs are incorrect. POST is invalid for floating IP set. The correct operation is:
PATCH /api/passthrough/dns/v2/reverse/floatingips/RegionOne:43459724-6602-4899-a81b-442c0a05efdd
