dashboard: ADD_INSTALLED_APPS should be configured to display translations

Bug Description

Django search message catalogs under INSTALLED_APPS directories.
Horizon plugins need to set ADD_INSTALLED_APPS in their enabled file to display translations.
designate-dashboard does not set ADD_INSTALLED_APPS now, so no translation messages are displayed.

Is there any chance to get this merged and backported to Mitaka.
If this bug is not fixed, translations from designatedashboard/locale are not looked up at all.
