designate-dashboard reuses update domain screen as view details screen

The link for domains brings up a detail screen - and this detail screen has the update button and leads users to think they can update / change the domain. This breaks the established patterns in place with other horizon screens, to have both a detail screen and a update screen that differ slightly.

    Correct designate-dashboard domain detail screen

    The detail screen for domains was just linking to the
    update screen, which does not follow other horizon screens / UX
    patterns. This change adds a new detail screen.
