designatedashboard packaging is not very simple

The packaging and deployment of the designate dashboard component requires a lot of copying files around into different folders to get horizon to work correctly.

I would like to have a more self contained item to deploy.

    improving designatedashboard packaging

    this change moves some items around to place all the
    designatedashboard items in a self contained egg for
    easier deployment
