Bug Description
I'm adding designate-sink to an existing cloud. I have hundreds of instances that already exist -- if I insert them into designate via the API, then designate doesn't know that they belong to sink so sink is unable to delete them.
So, we need some way to insert a batch of arecords as though sink created them but without actually requiring a nova message. Some kind of command-line sink wrapper would work.
