Testing Failures are Displayed 3 Times

A unit test failure is displayed 3 times in the output. This should only be displayed once.

The real underlying issue here seems to be in oslotest, OR one of the other libraries we use: https://bugs.launchpad.net/oslotest/+bug/1414347

    Add pretty_tox subunit wrapper

    Cleans up tox output to be more human friendly, this however does not
    resolve the logs/stacktraces being shown three times.
