tenant_name isn't accessible available for use in notification sink

Bug Description

The current notification handler only exposes the tenant_id, not the tenant_name, which would be more useful when generating hostnames from compute events.

I currently use ldap for my tenant list, where project_ids==project_names. If the keystone/ldap tenant code is ripped out then this issue will bite my hard.
