Can't create NS record?

Bug Description

On the recordset creation form there are options for A, AAAA, CNAME, MX, PTR, TXT, SPR, SRV, SSHFP - but not NS?
I want to be able to delegate control of a subdomain out to an external server.
I'm not sure if this is a problem in designate-dashboard or designate.
Tested on mitaka.

I would like to but don't know the process, I just found the bug and provided a patch. I tried asking on freenode #openstack-dns but got no response.
