Bug Description
Using queens
I've set up a custom policy file and have enabled it in the settings. I've changed the create_zone policy to ! so that noone can create zones, however the "Create Zone" button still appears.

This is probably caused by the same issue as

I've committed a fix for that issue which should also
fix this one.
