Bug Description

I have found there are 2 different modules with exactly the same name 'project_department' in 2 different editor-reviewed projects.
So you can find a module named 'project_department' in both:
http://bazaar.launchpad.net/~department-core-editors/department-mgmt/6.1/files
http://bazaar.launchpad.net/~project-core-editors/project-service/6.1/files

So this means a conflict when both 'project_department' are present in your system.
I am reporting this as a bug in both projects. The other bug report is: https://bugs.launchpad.net/project-service/+bug/1183499

IMO Should make 2 modules as they do not serve exactly the same purpose. The one in department mgmt add the department also on hr.analytic.timesheet.

We should have:

One module for project (the one in project_service) and one module for hr.analytic.timsheet.

The solution will be to move the "Department" related features out of project-service and move them into department-mgmgt.
I'll do it for 7.0, but probably won't backport it to 6.1 myself.
