Don't scan folders if only an incremental backup

Deja Dup scans folders in order to determine the information for the progress bar. It does take a while sometimes though. For incremental backups, it seems less useful, since the backup doesn't take as long (usually). It still could be enormous data though.

But in general, I suspect we could get away with a little spinner instead of a progress bar in such situations.
